The Public Safety Grade Standard for Emergency Mapping
A map is not valuable simply because it exists.
In public safety, a map must help people act. It must help people quickly understand critical location information. It must support decisions, guide movement, improve coordination, and provide trusted context when time is limited. At the same time, emergency mapping must be highly secure, available 24x7x365, accurate and up-to-date, and streamable to a variety of authorized public safety end-user applications.
That requires a higher standard than map creation and typical GIS operations alone can provide. The new standard is public safety grade.
For many years, emergency maps were often measured by completion. Were address points collected? Road centerlines surveyed? Emergency Service Zones drawn? Did the GIS data pass QA/QC?
Those are important milestones, but they do not guarantee that the map will be useful during an emergency.
Public-safety-grade operational usefulness asks different questions.
Can call takers and dispatchers access current maps when a 9-1-1 call comes in? What if the call is transferred to a different PSAP? Can responders use the same maps in the field? Is the map data up to date and accurate everywhere? Are the maps easy to understand under pressure, on both large screens in PSAPs and smaller mobile screens in the field? Does it show the right level of detail, including both indoors and outdoors? Can it connect with other systems and show real-time asset locations, camera feeds, alarms, and IoT sensor feed status? Can it be shared securely across agencies? Can it handle spikes in utilization when mutual aid, state, and even federal resources need to log in? Does it help teams understand what to do next and where exactly to go?
Those questions matter because response conditions are not controlled.
Emergencies are fast-moving and stressful. Teams may be working with limited information, multiple agencies, changing conditions, and pressure to make decisions quickly. In those moments, a map that is hard to access, outdated, overly technical, or disconnected from response workflows may provide less value than expected.
Public-safety-grade, response-ready maps are built for this use. For buildings and facilities, maps should show more than a rooftop outline. They should provide critical location context, including entrances, room names, floor levels, stairwells, evacuation routes, access points, hazards, utilities, and other key details. These become more valuable when they are accurate, organized, and available to the people who need them.
Public safety grade mapping should be maintained daily.
Buildings change. Campuses expand. Room names are updated. New roads are built, and existing ones are modified. Emergency response zones change. A map that is accurate today might not be accurate tomorrow when the call for help comes in.
This is why emergency mapping should be viewed as an operational capability, not a static deliverable, and one that must be public-safety grade.
The purpose is not simply to produce maps and GIS data. The purpose is to improve emergency response capabilities and readiness, reduce uncertainty, and support coordinated action across dispatch, responders, command, and partner agencies. The goal is to use location to reduce response times and save lives.
As public safety continues to modernize, the value of maps will increasingly be measured by whether they can support real response workflows across many different users and apps in highly secured and distributed environments
Not whether they exist.
Whether they work when it matters.
Technical Signals
The Texas Department of Transportation launched a new DriveTexas mobile app for iOS and Android, developed with Sanborn Geospatial. The map-based app gives drivers near-real-time information on crashes, lane closures, construction, traffic delays, roadway hazards, and severe weather impacts across the state. During emergencies, it can also display active contraflow and evacuation routes using verified TxDOT travel data.
Frisco’s SAFER program combines indoor GIS, digital twins, floor plans, live camera feeds, and incident data to give police, fire, dispatch, and control staff a shared view during emergencies. Originally built in 2008 around school safety, the system now covers more than 200 facilities and integrates over 30 separate systems into a single geospatial platform. The city also uses the same mapping infrastructure to track assets such as AEDs, electrical panels, water shut-offs, alarms, work orders, and other building systems.
Esri demonstrated a GeoAI workflow in ArcGIS Pro that uses large language models to extract structured information from geotechnical boring-log PDFs and convert it into mapped feature layers. The system can pull soil classifications, depths, field notes, and refusal points without manual transcription and supports models from OpenAI, Anthropic, Google Gemini, and Azure OpenAI. In a test covering 10 boreholes and 49 soil layers, the workflow correctly reproduced layer sequences, counts, and total depths. The same approach can be adapted to utility as-builts, inspection forms, and other document archives and automated through ArcGIS Enterprise.
McLean County, Illinois, is testing a grant-funded drone equipped with thermal imaging to support rural fire detection and search-and-rescue operations. The Emergency Management Agency, which operates under the county Sheriff's Office, received the drone through a grant from Norfolk Southern and has used it to locate fire hotspots invisible to ground crews and to train cadaver dogs.
GIS Policy & Standards Watch
NENA has completed comment adjudication on the latest PSAP Site Characteristics Information Document, moving the guidance into “stable form” and sending it to the Process Review Committee. The document, NENA-INF-024.2.1, covers site considerations for public safety answering points and is now in a 30-day intellectual-property disclosure period. Patent holders whose rights may be affected by its requirements have until September 26 to submit licensing declarations before the document advances toward publication.
The FAA published a proposed rule implementing a decade-old congressional mandate, letting critical infrastructure operators petition directly for drone flight restrictions over their facilities. Eligible sites must fall within one of 16 designated sectors, including energy, water, and transportation, exhibit specific drone-related vulnerabilities, and have security measures already in place. The FAA estimates roughly 125,000 facilities could qualify. The proposal follows a recent GridEx VIII exercise that flagged drone-enabled reconnaissance of infrastructure sites as a risk category that existing security systems are not built to monitor.
Kerr County is moving to install about 30 additional flood-warning sirens along the Guadalupe River to comply with new Texas requirements for designated high-risk areas. State rules require sirens to have redundant power and communications systems, while lawmakers created an initial $1.25 million grant program to help counties implement the mandate. A new interlocal agreement assigns Kerr County responsibility for operating the sirens and emergency response, while the Upper Guadalupe River Authority will manage rain and stream gauges and the RiverHub monitoring system.

A software update from Motorola caused a seven-hour failure at New York City’s Bronx 9-1-1 center on August 18, disrupting roughly 1,700 of 5,659 incoming calls. During the outage, some callers and call takers could not hear one another, and city officials estimate up to 400 people may have been unable to reach a dispatcher at all. Many calls were rerouted to other centers, but the city did not issue a public alert while the failure was underway. The incident has prompted an investigation into the update, backup-system performance, and safeguards around software changes to critical 9-1-1 infrastructure.

Report Spotlight: National Significant Wildland Fire Potential Outlook (NIFC)
The National Interagency Fire Center's September outlook shows elevated wildfire potential persisting across much of the Northwest, far northern California, Idaho, northern Nevada and Utah, with additional risk across the southern Plains, Lower Mississippi Valley, parts of the Upper Midwest, South Florida, Puerto Rico, and the U.S. Virgin Islands. Through August 31, 8.24 million acres had burned nationwide, 166% of the 10-year average, while drought covered nearly 57% of the country. Conditions are expected to moderate sharply in October, with most of the contiguous U.S. returning to normal fire potential, followed by broadly normal conditions in November and December.
